Yes. Every tool is free to use. A Premium subscription removes ads and the file-size limit on saves — and the same subscription covers the web tools and the Windows software, because it follows your Google account rather than the device.
Does it work without internet?
Yes. Scanning, editing, splitting, merging, signing and converting all run on the phone, so the app works in aeroplane mode.
Can I edit the existing text inside a PDF?
You can add text, shapes, drawings, images and signatures on top of a page, and permanently redact text you want gone. Editing the original text in place is a feature of Orb2Bit PDF for Windows.
Which Android versions are supported?

What happens to my documents?
